In checkout page : We have two Shipping method : local pickup and Lafka shipping area, in every method, customer can select Cash on delivery ,
we want add 2$ to total pay when customer select pay with card(In both method: local pickup and Lafka shipping area) and when she/he select cash on delivery, it doesn’t need to pay extra money.
How can I do it?

I am afraid this is not theme related. You’d probably need to find a plugin for that.
