I want to know how i can activate the fact each vendor manage there own delivery fees (depends on the product weight and where they accept to deliver)

and when i try to acces the delivery option as a vendor it say :
Sorry, your access to these pages is not authorized. Please contact the administrator.
but i am the admin and i duno what to do haha.

I have the Frontenend Manager Addon activate

In this case you’d need to consult with the multi-vendor plugin support team, as this is just not theme related.
