how I could enable the RTL version for the website and shall I have to install a translate plugin to turn the website into Arabic

Hello mohamed.nor.eldin,
You just need to set the site language to Arabic. That’s not even theme related, it’s a WordPress settings (Settings > General).
When the website is set to use Arabic, the theme will switch to RTL automatically.
After that you can use a plugin like Loco Translate to translate the theme text strings.
