One quick question: is there any way to always force mobile menu, no matter the width.

I am afraid there is no such setting, but it can be achieved (partially) with a bit of CSS.

You just need to set new media query limits for the points where the main menu hides and the mobile menu shows up.

However, please note that the account and wishlist sections would not be displayed in the mobile menu unless you’re using a real mobile device (phone or tablet), so you’d need to keep them visible for desktop devices with another media query.
