You can only change that with CSS. Something like this:

.rigid_title_holder .inner {
    padding-top: 20px;
    padding-bottom: 60px;
}

If you want to affect the category pages, the selector should be like this:

.tax-product_cat .rigid_title_holder .inner

Thanks it worked for the top and bottom. How about for the middle area of the title holder? I want to lower the spaces
