How can I set store notice or pop-up news/update?
Is there any built-in function?

Hello chowdhury.tawhid,
You can set the default WooCommerce store notice in the customizer. That’s not theme related, it’s a WooCommerce feature.
As for popups – there are tons of plugins for this both FREE and PREMIUM. This is one of the most popular free options:
